Electric Scooter fleet companies calling for laws and regulations

In the Capital of Finland Helsinki, the local electric scooter shared fleet operators are asking for the city and government to regulate and set laws for their services. The call comes as the city has had the usual issues that poorly regulated pilot programs usually do: too many scooters in the wrong places end up being a nuisance. 

Again, the issue is nothing new as pretty much all pilot programs we have discussed in earlier blogs have had the same issue, and everyone who lives in a city knows how it goes. Last week it was big news that tourists had caused damage to the Spanish steps in Rome.

Even the electric scooter fleet companies know these issues very well and they recognize that it’s not feasible for their businesses either if the problems continue to perpetuity, that’s why the companies like Tier, Voi, Bird and Dott are asking for legislation themselves.

The main regulation involves licensing model that’s used in many cities in Europe and elsewhere already. Licensing operators would limit the number of operators and the number of scooters on the roads.

How it would operate is to have the city decide what level of service they need and then sell the licenses in a public auction. Basically, the same feature as other public services like 5G licenses works for mobile phone network operators.

Companies mentioned that this model has already been used in Oslo, Copenhagen, London, and Paris in Europe. As we have followed the markets for a long time we can say that the same model seems to be successful in cities outside Europe as well.

Let’s all ride safely in the city

But why regulation? Why not voluntary agreements if companies themselves support the idea? Interestingly the companies said that cities are not currently equipped to regulate the activities of electric scooter companies but they still ask for regulation as the self-governing option for companies have nothing to enforce them to follow their own rules.

The markets are already very congested, even in a city the size of Helsinki (2016 – population 631,000)  has 4 major operators which cause problems and isn’t good for the reputation of the companies themselves.

Licensing model would not only limit the number of scooters but also regulation for parking and security. Some of those regulations would include:

  1. Companies have to move an unused scooter within a day, a parking patrol, and requiring the user to take a picture of the scooter at the end of the ride.
  2. Alcohol limits
  3. In addition, the City of Helsinki has already tightened the use of escooter by for example turning them off in parking lot areas.

In the meantime companies, themselves have already decided to address some issues themselves.

According to a recent study by Polaris Market Research the electric scooter market size is set to reach $50.99 Billion By 2030 (11.2% CAGR).

Some driving markets to fuel the growth are USA, Germany, France and Spain where the demand for electric scooters is on the rise which lines up with what we at Langfeite have been expecting to see, excluding the UK which we also see as a rising market due to the new regulations for private usage. 

According to the study, the rising cost of petroleum is also contributing to the growth as people are looking for low-cost and quick ways of doing short trips. Naturally, the booming electric scooters are on the winning side here.

From Langfeite’s point of view, the rising fuel costs are most unlikely to stay as a driver for the next 8 years as the current energy crisis is not going to last forever. The actual driver is simply the convenience and overall low costs of riding electric vehicles and scooters even if the fuel costs would drop to pre-pandemic levels.

Battery projections

Interestingly the research mentions that R&D investments in battery technology are also one of the driving forces and we can wholly agree with that. Electric scooters themselves already offer enough range for daily usage in most cases but battery charging stations, longer ranges, sizes, weight, and discharge rates all will contribute to how the future electric scooters are going to look and how the use cases are going to be. Ultra-lights with powerful motors and long-range would be great as long as the laws of physics allow!

According to the research, the sealed lead-acid (SLA) batteries had the largest market share in 2021 thanks to their low cost and strength although they deplete quickly and have a limited charge cycle. Lithium-Ion batteries that Langfeite normally uses are projected to grab more market share as they are superior to SLAs in almost every way. 

Growing segments

Mentioned product segments are folding, self-balancing and retro scooters which are all within the expertise of langfeite. While all segments are likely to crow the report especially mentions that substantial growth would happen in the folding electric scooter segment.

Geographical drivers

APAC economies had the largest share of escooter markets as the infrastructure and manufacturers are in those regions but the highest CAGR is in North America as the infrastructure and battery technology develops.

LanElectric scooters are often presented to be for young urban commuters or thrill-seekers blazing through the forests and trains with an ultra-powerful electric scooter with all the bells and whistles but that isn’t the case. In fact, electric scooters are a great way of transport for all ages, even for the elderly.

Full-on mobility scooters aside from the normal e-scooters can be easily modified to be a great way for the elderly to get around the city. The main mod for this kind of use would be to install a seat on the scooters. Now, this can often be done afterward by installing a seat with a clamp-style docker on the scooter but naturally, the strength and integrity can take a hit so, therefore, it’s best if the added seat is planned or added by the manufacturer.

Combine the seat with a scooter that has enough torque, range and max load and you have a quick, nimble, easy and comfortable way to get around without it taking too much space. Full-size mobility scooters are not that easy to transport as they take much more space. For family trips, a normal car trunk can hold a seated escooter but there’s no way a basic saloon or sedan could fit a mobility scooter easily.

Next steps in pilot programs

As we have talked about before this summer marks the year that many initial escooter sharing programs have concluded and we are able to see the results. As expected people loved the scooters so the question is where to go now. It seems that it wasn’t only the regulations that are going to be evolving as people started to see the usefulness of micromobility in general for different application scenarios.

This summer in Fayetteville, Arkansas for example the city is trying out shared seated scooters for those who want the extra stability and comfort. Although their offers are more of a moped-style scooter than a standing scooter the reasons to try them are mostly the same. So from that aspect standup scooter models with seats are a viable option for the same people.

Considering the use case of seated scooters is a bit different and that they are aimed at a different audience we might see even more people welcoming the new way of transport. Who wouldn’t love to run their errands with a nice esooter now that the summer is coming. For people with disabilities and mobility issues, a reasonably priced seated escooter might be all they need for their daily life.

Let’s see where the developments take us. Most likely we will see both types of scooters on the roads but it will be interesting to see will the seat or not seat be the one dominating in the future.

Summer of scooters is here and perhaps nowhere else is the market going to get so hot as it’s about to get in the UK.

In a previous blog, we shared the news how in Queens’s speech this spring 2022 it was announced that the private scooters are going to be made legal in the UK. For the exact requirements that new laws are going to set we are still unsure but most likely the speed limit is going to be 15.5 mph which is the same as for the shared scooters.

For other safety features like lights and breaks, Langfeite is ready to make UK customized designs if required. Most likely our scooters already fit the requirements but in any case, our team of experienced designers is ready for the task if the need comes.

Now you might think about what scooters Langfeite would offer for the UK market as the top speeds are already higher than allowed in our C1, C2, and C3 scooters. Well, you might be surprised that things like speed limits are easy to implement using software/digital limiters which is already a common way to limit the speed of mopeds and some other vehicles.

Now, if the way to set limits is going to be similar to it is for electric bicycles the common public bike limit in Europe has been 250W for road use. In this case, the scooters can naturally be fitted with smaller motors but in any case, this is a hardware change.

Different hardware is still rather simple to implement as electric scooter motors are normally part of the wheels. So in practice replace the wheels/motor in one go and reconfigure the controller to match the new motor, choose the matching battery.

So basically in most places of the world, you are looking at the entry-level escooters with single motors with current regulations. These figures were collected from available information at the time of writing and some regulations might have already changed.

The current trend is actually towards increasing the speed as for example the UK increased the top speed. As such it might be showing the way for increasing the speed for other European countries.

Large city areas are interesting as places like Seoul have set so-called safe driving hours when the streets are quiet. Perhaps for huge metropolises like it setting different speeds according to the time of day is the way to go. Rush hour speeds can be lower and in the evening you get to go faster. This of course is harder to execute than just limiting the top speed of the actual scooters.

So far in the UK, the public has only been officially allowed to use shared electric scooters. People who own their own private escooters have been restricted to using them only on private lands and not in public at all but in reality, people have been breaking this rule quite often.

Now the cabinet and public are pondering is there any point to this rule as people brake it and making a distinction between shared and privately owned ones doesn’t really make any sense: if it’s the same scooter with the same specs it should be treated the same.

As followers of this blog might know the UK also has had escooters available for the public in the forms of shared fleets for a long time now and people have really taken a liking to them as they are especially convenient in huge cities like London where the government has introduced congestion and other limitations in a fight for a cleaner environment. In Bloomberg’s article, the committee had recognized that escooters are a “convenient, cheap and environmentally-friendly form of transport”

Thus it seems that the regulators are now waking up to the situation where they already are, people want and already use escooters so it is time to legalize it. Naturally, the legislators also take note that making an official law about scooters makes it possible to regulate them in a proper way. The speed limit is likely to stay the same at around 15.5mph. Riding would be possible on the road and not on pedestrian ways which have been discussed in an excellent column: The electric scooter ban doesn’t make sense | The Spectator.

What does it mean for the industry?

So all in all the direction of escooter has been set and step by step the regulation is coming to match the needs of the public. For the industry, manufacturers and dealers will most likely mean that in the UK and other countries where the regulations and legal status of escooters have been set the sales are more than likely to increase.

As people get the confirmation that they can legally use their own escooters and don’t need to rely on the shared ones the worries of buying a scooter and then getting fined or having the escooter confiscated are gone.

There is quite possible a group of shared scooter users who have been on the edge or on the lookout for more premium rides than what the shared ones have to offer just waiting to buy their own. Once the law is in effect this group can cause a peak in demand that’s likely last for the summer – especially as the legislators are discussing that the new rules might come to effect already this May which is the start of the peak sales and riding season for escooters.

Langfeite C1 features an easily swappable batteryThe convenience of shared escooters in the city is a given but what we don’t often talk about are the limitations they can have and how they can be solved.

As people have taken escooters in their lives and many use shared scooters daily the challenges they can face are quite common also: Finding a scooter that works and has enough battery left.

As we often promote here at Langfeite owning your own escooter is great not only because you can charge it yourself but also because the ride is just so much better and as it is your own you don’t need to worry about availability.

Basically owning your escooter you avoid most of the hassle but charging batteries do still take some time and you might not always be able to charge one at the office or home if you are going to have a long trip in the city or forgot to charge the scooters.

This is the problem that in practice could be relatively easy to tackle but it involves a different business model. Sell the scooter and establish battery swap stations all around the city.

Basically, this is probably the most economic and environmentally friendly way of using scooters as it has many benefits, mainly:

  1. Batteries are used efficiently. People will always drop the empty battery at the station to get a new one. Empty batteries get charged quickly and won’t degrade so much as if they were left drained for possibly longer periods
  2. No collecting shared scooters overnight. Every night many shared scooter companies drive around with trucks and collect scooters for overnight charging warehouse and track the misplaced ones with GPS. All this driving around is unnecessary with battery charging stations all around the city.
  3. Convenient for users means that they use their scooters even more. More usage means less use of alternative and potentially more polluting methods of transport.
  4. Charging networks can be optimized so that they use renewable energy and won’t stress the normal power grid.
  5. The lifecycle of batteries can be managed. Battery companies will organize new batteries when needed and as a big entity, the recycling and disposal of batteries can be handled more efficiently

These are just a few reasons why a shared battery model can benefit everyone involved. Who knows maybe in the future this model will overtake the scooter sharing programs. The model is already in the works for bikes, motorbikes, and cars. Perhaps we can have battery stations for many ways of electric transport in the future. What do you think?

Lessons learned from electric scooter pilot programs

Last summer 2021 – which feels like a long time ago – we talked a lot about how the escooters are going to be the transport of the future and how many cities around the world are opening up pilot programs to test how do escooters and especially shared escooter programs going to affect their cities. Now in Spring 2022, the first results are starting to pour in, let’s take a look at one of the first ones.

Positive results from Seattle programs.

In an article by Govtech we are presented with results on how people used the scooters and what issues they had, mainly from health concerns.

Unsurprisingly people took the escooters to heart and over 1.4 million rides were taken in Seattle by 260,000 riders. They also mixed up the test by having 4 different ridesharing companies taking part in the pilot.

Usage cases were pretty clear too, almost half of the trips were said to be taken for visiting friends and parks – in other words, leisure trips. As we at Langfeite have always seen escooters are especially great for getting around in a city in a fun and leisurely way as you can actually enjoy the actual trip. It’s just pure fun to ride a good scooter.

22% of people used the scooters for commuting and for some reason as in its own category 15% of people used the scooter to go to restaurants. Basically, the above three categories already cover 80% of the usage cases. The cases weren’t combined but if they were we’d say that many of the same people used the scooters for multiple uses – as to say that for many participants scooters were able to cover all their work commuting and free time uses.

Safety concerns and rules

Ride safe, use a helmet

Just about 11% of their respondents had gotten some kind of injury when riding the scooters, due to bad weather or accidents. At the same time, 70% said they never used a helmet when riding the scooters.

Other issues with rules were about riding the scooters on the sidewalk which isn’t allowed in Seattle and parking.

All in all Seattle’s city council is going to gather some more data about the test and safety but it looks like the scooter program is here to stay. From the results, it’s also pretty clear to see it is going through the same steps as bikes did as we predicted. Some parking issues and public helmet awareness campaigns might be needed to educate the people. Even the shared scooters are pretty fast at their usual 15mph speed and helmets are always recommended for riders if accidents happen.

In the future we expect many cities to come to the same conclusion: Electric scooters are widely favored by the citizens and as they are new people will just need some set rules and regulations to make them an enjoyable experience for everyone.
